Job Description:
Amentum is seeking a highly accomplished and experienced leader
to join our organization as a Director, Human Resources Program
Management. In this critical role, you will be responsible to
establish a program management office (PMO), defining its vision,
mission, and goals in alignment with company and organizational
objectives, and driving the successful execution of the HR
organization's strategic project portfolio and transformation
initiatives. Your extensive leadership experience and technical
knowledge, strategic acumen, and exceptional program management
skills will be instrumental in achieving organizational objectives
and driving transformative change.The Director, HR Program
Management reports directly to the Chief People Officer. This is a
HYBRID role, work on-site in Herndon, VA 2-3 days a week and
remote-telework the other days. US Citizenship is required. A
willingness to obtain a security clearance is required.This
position must work cross-functionally with several business
functions such as information technology, finance, global supply
chain, compliance, and other functions to support projects that
include mergers and acquisition integrations, continuous
improvement, and HR/enterprise transformation. Experience in one or
more of these areas is a plus.Essential Responsibilities:
- Portfolio governance and compliance: Establish and enforce
robust portfolio management governance frameworks, policies,
procedures, and templates; ensuring adherence to standard
methodologies, regulatory requirements, and industry best
practices. Define portfolio governance structure, roles, and
responsibilities. Monitor portfolio progress, assess
interdependencies, and facilitate cross-functional coordination.
Identify Key Performance Indicators (KPIs) for which the PMO will
be audited to assess performance and compliance. Drive continuous
improvement initiatives based on lessons learned and industry best
practices.
- Portfolio strategy and planning: Provide strategic direction
and oversight for the organization's portfolio of strategic
programs and initiatives. Align programs with the overall business
strategy and goals. Work collaboratively with cross-functional
teams to define strategic objectives, success metrics, and key
milestones. Review project/program management plans to ensure
effective planning, execution, and control. Monitor portfolio
performance, risks, and issues to drive successful outcomes.
- Stakeholder management: Build and maintain strong relationships
with all cross-organizational stakeholders, including the C-Suite
and other executive leadership, senior management, and external
partners. Collaborate with senior leadership and cross-functional
teams to understand business requirements and translate them into
actionable project plans, providing effective communication and
collaboration throughout the project lifecycle. Provide regular
updates to stakeholders on the status, risks, and opportunities of
all programs and projects. Resolve conflicts and address concerns
to ensure stakeholder satisfaction.
- Team Management: Lead and inspire cross-functional project
teams supporting the organization's portfolio of strategic programs
and initiatives. Provide overall portfolio direction and provide
mitigation support for risks and issues. Promote and enforce an
inclusive, collaborative, and empowering work environment,
encouraging innovation and knowledge sharing.
- Risk management and mitigation: Develop and enforce
comprehensive risk management strategies across strategic programs.
Implement risk mitigation measures, contingency plans, and
escalation protocols. Monitor risk status and ensure effective
communication and transparency. Foster a proactive risk management
culture within the organization.
- Adoption Change Management: Foster a culture of change
readiness, innovation, and continuous improvement. Develop and
implement adoption change management strategies to maximize project
adoption and minimize resistance. Be an Adoption Change
Sponsor.
- Change Management: Assess and address the impact of projects on
the organization, including changes in processes, systems, and
culture. Conduct monthly reviews to ensure teams are following
proper change management governance.
- Resource management and optimization: Lead resource allocation
and optimization across the portfolio of programs and projects.
Ensure appropriate resource allocation based on project priorities,
skill sets, and capacity. Optimize resource utilization, balance
workloads, and proactively address resource constraints or
conflicts. Foster a culture of collaboration and knowledge sharing
across project teams.
- Financial Management and Budget Oversight: Monitor portfolio
financials, budgets, and expenditures, ensuring financial
accountability and cost control. Work with Finance and Accounting
to establish a project code framework for tracking actual labor and
costs based on project type. Collaborate with finance and
accounting teams to ensure financial transparency and
compliance.
- Quality and Performance Management: Monitor portfolio
performance against strategic objectives and Key Performance
Indicators (KPIs) and targets. Conduct regular portfolio reviews to
assess progress, identify areas for improvement, and drive
continuous performance enhancement. Collaborate with stakeholders
to ensure portfolio outcomes meet or exceed expectations. Implement
strategies to optimize the portfolio value and benefits
realization. Foster a culture of excellence, innovation, and
continuous learning.
- Communications Management: Provide and facilitate
excellent/robust communication; run effective meetings with clear
objectives. Provide presentations to large audiences and
demonstrate advanced and effective business writing skills.
Expedite initiatives amidst ever-changing business requirements and
organization priorities. Maintains relationships with functional
organizations; is cognizant of project impacts on any aspect of
other initiatives and vice versa. Seeks input from supervisor and
mentors and appropriately and accurately applies comments/feedback.
Prepares and/or reviews executive-level presentations.Knowledge and
Skills:
- Proficient in Microsoft Office applications, to include Excel,
PowerPoint, Word, Visio, and SharePoint.
- Advanced skills in Microsoft Project and Project Online
required.
- Exceptional leadership and strategic thinking abilities, with a
focus on achieving business objectives. Exceptional stakeholder
engagement and communication skills, including executive-level
presentations.
- Strong team management skills, with the ability to motivate and
inspire cross-functional teams.
- Strong analytical, critical thinking, and problem-solving
skills with a strategic mindset. Capacity to navigate ambiguity and
make data-driven decisions.
- Ability to work effectively in a fast-paced and dynamic
environment. Ability to work both independently and collaboratively
in a team environment.
- Ability to present complex technical information to a
non-technical audience. Ability to communicate true status of
projects even if the message is not favorable.
- Extensive experience as a project manager, successfully leading
and delivering large-scale, complex projects.Minimum Position and
Abilities Required:
- Bachelor's degree in a related field (e.g., Human Resources,
Finance, Business Administration). Advanced degree preferred.
- Typically 12-15 years of Human Resources leadership and project
management experience; acquisition/integration project experience
is a plus.
- Proven track record in building and strengthening a Program
Management function to successfully drive strategic programs and
initiatives, to include leadership experience managing a HRPMO
function.
- Advanced skills in Microsoft Project and Project Online is
required.
- In-depth knowledge and application of PMI's project management
methodology is required. PMP certification is preferred.
- Must be a U.S. citizen with the willingness/ability to
obtain/maintain a security clearance.
- Experience in managing HR project portfolios within a
government contracting environment is desirable.
- Relevant project management certifications (e.g., PfMP, PgMP,
Agile, Scrum, Lean Six Sigma) are highly desirable.Work
Environment:
- CONUS: Normal office environment.
- On occasion, work extended hours (other than normal business
hours) to support business requirements to meet customer
needs.
- Must possess planning/organizing skills.
- Must be able to work under deadlines.
- This position is hybrid to our Reston, Virginia office.
