Position DescriptionThe Deputy Field Program Manager (Field
Lead) is responsible for overseeing and managing all contract
personnel supporting the FAA Field Facilities under the Contractor
Training Solutions (CTS II) contract. This role ensures the
efficient execution of all program management functions, including
workforce oversight, subcontractor coordination, and operational
support at FAA Field Facilities across the United States.As the
Contractor's official representative for technical and
administrative performance, the Field Lead serves as the primary
liaison between FAA Field Facility staff and the Contractor. This
role requires frequent travel to various FAA locations to ensure
the successful implementation of contract requirements.Key
responsibilities include:
- Managing all Contractor personnel and resources assigned to FAA
Field Facilities.
- Coordinating staffing actions and personnel certifications
necessary for FAA Field Facility operations.
- Overseeing the transition from the CTS contract to CTS II,
including the implementation of Government-provided tools and
processes for contract administration.
- Ensuring compliance with all contract requirements and
supporting all field-related work efforts.
- Acting as the primary point of contact for administrative and
technical matters at FAA Field
Facilities.QualificationsQualifications:
- Experience in Program or Project Management in a government
contracting environment, preferably in a field-based operational
environment.
- Minimum of 5 years managerial experience in an Air Traffic
Control facility with a minimum of 20 years Air Traffic Control
experience.
- Experience managing large-scale contractor personnel operations
and oversee training services.
- Familiarity with FAA Air Traffic operations and Air Traffic
Control training program requirements.
- Proven ability to manage Air Traffic Training, Quality
Control/Quality Assurance (QC/QA) processes and ensure compliance
with a Quality Management Plan (QMP).
- A Government-approved PMP certification is required, or the
candidate must obtain PMP certification within six months of hiring
date.
- Strong leadership, administrative, and organizational skills
with demonstrated success in overseeing complex operations,
managing contract personnel, and ensuring compliance with FAA
requirements.
- Ability to travel frequently to FAA Field Facilities across the
United States.
- Familiarity with Government-provided tools and processes for
contract administration and workforce management.
- Excellent communication and organizational skills to serve as
the primary liaison between FAA Field Facility staff and the
Contractor.
- A minimum of 10 years of relevant experience in managing and
administering programs or organizations of similar size, scope, and
complexity.
- Bachelor's degree in business management or a related field
relevant to the management of this effort from an accredited
college or university.
- In lieu of a degree, 15 years of experience in the management
and administration of comparable efforts is required.
- Must have or obtain a Public Trust security clearance.
- Recommended: Have a minimum of one year experience serving as a
